Dog and Cat Registration
All dogs and cats, six months of age and over, must be registered by 10th April each year.  After the animal is registered, annual renewal notices are sent out in March of following years.

A plastic registration tag that can easily be attached to the animal’s collar will be supplied.  A replacement tag can be provided, at no charge if it is lost.  Some of the benefits of pet registration include:

  • Lost and found service – if your pet is found wearing the registration tag, you will be notified
  • Council provides animal management services that respond to calls about wandering dogs and dog attacks
  • Council responds to calls about nuisance issues, such as barking and cats trespassing on your land
  • Council provides an after hours service to deal with emergency animal issues
  • $2.50 from each dog registration fee and $1.00 from each cat registration fee is forwarded to the State Government to fund Responsible Pet Ownership education programs.

Pet Ownership

Under the Domestic (Feral & Nuisance) Animals Act 1994, owners have a number of responsibilities.  Failure to meet those responsibilities can result in either on-the-spot fines, or court prosecutions that may result in higher penalties.

Some examples of on-the-spot penalties are as follows:-

  • Failure to apply to register a dog or cat -$200
  • Registered dog or cat not wearing Council registration tag - $50
  • Unregistered dog or cat wearing Council registration tag -$50
  • Penalties for dogs at large during daytime - $150
  • Penalties for dogs at large during night-time - $200
  • Cat at large - $50
  • Dog or cat being a nuisance - $50
  • Failure to comply with order to abate nuisance - $150
  • Failure to comply with requirements to muzzle or effectively control menacing dog - $200
  • Dogs or cats must wear registration tag at all times - penalty up to $100-00.
  • Conducting a domestic animal business not in accord with relevant Code of Practice - $200
Owning a pet can be very rewarding but carries with it a number of responsibilities.  Under the Ballarat City Council Local Laws, the maximum number of dogs or cats that can be kept at any one time is two (2) of each.  A permit must be obtained from the Council to keep more than this number. 
 
Keeping of Animals.
A person must not, without a permit from the Council:-

   (a) keep or allow to be kept more than four (4) different types of animals on any one property at any one time, or

   (b) keep or allow to be kept any more in number for each type of animal as set out below:-

(a) Dogs

Animal Litters
The maximum number of animals able to be retained after a lawfully kept animal delivers will be exempt for a period of six months after birth, after which time Council laws must be adhered to.
